Dear Parent/Guardian:

Under the rules governing home education programs set forth in Sections 1327 and 1327.1 of the Pennsylvania School Code (24 P.S. §§ 1327 and 1327.1):

1.   A home education program evaluator shall certify annually that an appropriate education is occurring in the home education program, and the program supervisor shall submit the certification to the Superintendent prior to June 30 of each school year; and

2.   The parent/guardian or other person having legal custody of the child shall file a notarized affidavit (or unsworn declaration) annually with the Superintendent setting forth the information required by law regarding the home education program for the upcoming school year, no later than August 1 of each school year.

All documents should be submitted by mail to Superintendent, Administration Office, Freeport Area School District, PO Box C, Freeport, PA  16229.  Please include your email address on the documents submitted, so we can provide you with a receipt confirming the submission.

If your student completed Grade 12 during the 2022-2023 school year, please include a copy of the student’s supervisor-issued diploma along with the evaluator’s certification.

Please note for your information in selecting a program evaluator for the 2023-2024 school year that the District will adhere to the provisions of the Pennsylvania Homeschooling Law (24 P.S. § 13-1327.1), which provides that the annual evaluation required under the Law be performed by “a licensed clinical or school psychologist or a teacher certified by the Commonwealth.”  The District will not in any event approve a non-certificated homeschool program evaluator.

Please contact me if you have any questions.  Our district values and appreciates the collaborative relationships that we have with our families in our community.  We thank you and wish you a wonderful summer.

Very truly yours,

Ian M. Magness

Superintendent
